I am having one scenarion in project system. Can anyone give me solution about it.

Scenario:
First of all, project division getting contract of supply of material and erection of this material to different sites. E.g. 100 poles to be supply and erected at 100 sites.
Billing to be done in two phases – For material wise
For erection billing

Activities done by project division:
1. Project division starts procuring material from outside vendor for this contract (whole contract qty. (e.g. 1000 pipes) and giving a purchase order for the required quantity with supply of material scheduling. E.g. month wise that much of quantity we required. E.g. 150 qty pipes out of 1000 qty(shown in contract) month of May’10)
2. Vendor (approved vendor form the client) supply this 150 qty in month of May’10 which is put at project store (In sap, one plant and one storage location is to be created under each project for procurement) which is under our custody. ( one challan copy given by the vendor to project division and client also so client known that the material is received at project store)
3. Project department is going to bill for this 150 qty of material to the client. But material is not physically moved from the project store to client store means now material is in our store but its customer material. (Can it be say as E1 sale?)
Question – How this can be mapped in to system?
4. These materials are going to issue to subcontractor to erect the sites. Service PO given to subcontractor – (e.g. Erection of Poles). Once the poles are erected at sites. Again the project departments raise a bill to client for completion of sites. (E.g. erection of poles – 1 pole / 2500 Rs.).
Question – How project dept raise a service bill to client? How it’s mapped into sales order?
